Mark Jones is a New York City child sex and drug crimes special investigator and former cop, who plays by his own rules. He's haunted daily by the murder of Jennifer Baez, a young girl to whom he made a promise to protect.

Uniquely suited to his job because of his police background and grit, the NYC Administration for Children's Services (ACS) has assigned Mark to a special unit that liaises with the NYPD Special Victims Unit (SVU). Detective Sophia Van Nichols, Jones' NYPD SVU contact, has witnessed Mark increasingly insert himself in the riskiest of situations to protect the city's children that include almost being beaten to death by a group of men while outing a neighborhood power broker and pedophile and coming within a hair of having his throat cut during a domestic violence incident.

At his lowest point, Mark is assigned to locate two siblings -- Promise and Edward Evington -- to return home to their now sober mother, Davida. ACS had removed Promise from her mother's care five years previously due to crack addiction and inability to care for her. Edward's father, Jonas Evington, had him committed for a fabricated mental illness four years ago to collect medical and disability payments.

What seems like a relatively simple case turns into the most dangerous to date during Mark's time on the street when he uncovers an international child trafficking ring. With the help of Sophia, his trusted ACS buddy, Freddy and computer hacker, Jax, Mark relentlessly navigates a city he loves, but also seems to want him dead, in his journey to bring Promise and Edward home, while taking down this powerful syndicate.
